COP30:  Global “mutirão” for climate solutions

In the second letter from the COP30 Presidency, released on 8 May 2025, Ambassador André Corrêa do Lago transitions from outlining a vision to detailing concrete actions for the upcoming UN Climate Conference in Belém, Brazil. Central to this initiative is the concept of a global “mutirão”—a term signifying collective, autonomous, organic effort to address an urgent problem. This call to action invites diverse stakeholders, including sub-national governments, the private sector, civil society, and individuals, to collaborate on climate solutions.

The letter introduces four foundational pillars for COP30: Mobilization, Action Agenda, Negotiations, and Leaders' Summit. Particularly, the Mobilization pillar emphasizes integrating local actions into a cohesive global movement. Examples highlighted include farmers adopting regenerative practices, youth installing solar panels in underserved communities, and cities restoring mangroves.

To support these efforts, four Leadership Circles have been established: the COP Presidents' Circle, Peoples' Circle, Finance Ministers' Circle, and the Global Ethical Stocktake. These groups aim to operate alongside formal negotiations, fostering inclusive dialogues and ensuring diverse perspectives inform climate strategies.
